Meeting Notes March 11, 2019

  • Approval of January meeting Minutes, motion made by Robert Morrissey and seconded by Linda Boyd-Shell. Approved by voice vote.

  • Community Reports

  • Alderman Scott Ogilvie (24th Ward)

  • April 2nd will be the general elections including Aldermanic elections.

  • All incumbents including 11 alderman and president of board won their respected primaries earlier this month.

  • Ramps at intersection of Southwest Avenue and Abbott have been repaired and crosswalk painting is slated to happen soon when weather improves.

  • Manchester Road sidewalk near the Majorette (west of McCausland) has been fixed.

  • Resident Concern: Dead tree on the 2700 block Hermitage that has been reported for the past year.

  • Ogilvie will follow up with forestry.

  • Question: What is the status on the vacant house on the corner across from Slay Park?

  • Matt Sisul said working with building inspector regarding lack of progress and the house will be monitored for grass mowing throughout the spring and summer. Truck parked in yard has been reported to Citizens Service Bureau as derelict & abandoned.

  • Resident Concern: 3118 Ellendale has a yard that has been covered with weeds.

  • Resident Concern: A large pothole exists in the street near 7401 Canterbury

  • Resident Question: Where do I sign up for being against the Better Together Consolidation Plan.

  • Matt Sisul mentioned the Municipal League of Metro St. Louis (www.stlmuni.org) as an option.

  • Alderman Ogilive briefly described the Board of Free Holders process.

  • Resident expressed a need for a more rigorous vetting process for eligibility of Aldermanic candidates.

  • That is a matter for St. Louis Board of Elections.

  • Resident concerned about a No Parking sign that has been down on West side of Hewitt for a while. It has been reported but still lies on the ground.

  • Ogilvie made note and will look into it. KaJauna Thomas (CBS) will followup

  • Resident expressed street issue at Southwest Ave just west of Limit where a large depression has formed three to four weeks agowhich has the potential to damage cars, particularly eastbound traffic. In the past Berra Construction sub contracted by MSD completed work in that area.

  • There is water bubbling up near the 7100 block of Arsenal.

  • Question: When street lights burn out are they replacing them with LED.

  • Answer: Yes

  • KaJuana plans to drive around at night to check which street lights are out and get them replaced.

  • Resident concerned with speeding on Canterbury towards Maplewood.

  • Matt explained that ENA is exploring solutions with Advantes Group and the new Wilkinson School development including angled parking, crosswalk (with stop signs, perhaps) at top of hill at intersection with Tennyson and hopeful future extension of Greenway Trail.

  • Provided a crime report

  • Special Guest – Advantes Group – Brian Minges

  • Wilkinson School Redevelopment Plan updates

  • Intercom for entry doors will be in the rear of building from the back parking lot entrances (Canterbury side).

  • There are planned 34 units, 57 parking spots; 12 parking spots during day will be reserved for Advantes employees….these will be available to apartment guests/visitors after normal business weekday hours

  • 6 two-bedroom units, 28 one-bedroom.

  • 4 units may be designated affordable housing, depending upon City requirements for tax abatement

  • 24 hour camera surveillance will be present on the property.

  • To maximize parking options, team is willing to work with ENA for angled parking on north side of Canterbury.

  • Dumpster will be located on the Northwest side of the parking lot.

  • There is a planned 30 x 30 foot garage for tools and maintenance materials (not for cars)

  • There will be a community garden with raised beds opened to both tenants and neighborhood residents.

  • Interior Demolition is slated to begin May 1st.

  • Construction should be in full swing by mid July and is expected to take 12 months.

  • Resident asked question regarding public subsidy or financing of the property.

  • Answer: State and federal historic tax credist will be used. Also applying for City tax abatement.

  • Green apartment construction practices include LEED lighting and storm water directed to garden and greens spaces.

  • Pet (dog) area will be included on property, southeast cornerof building.

  • Concern about excessive barking of pets

  • Answer: If complaints persist residents will be forced to use shock collars for their dogs.

  • ENA is recommending a crosswalk across Canterbury across from the Parking lot at the top of hill near Tennyson.

  • Question: Will there be any other amenities for apartment residents?

  • Answer: Workout fitness room and meeting room.

  • Question about posted meeting notice for public hearing. Complaint about not seeing the sign beforehand.

  • Matt Sisul: A decisionwas deferred at the Board of Adjustment hearing on February 27th. Board recognized that the posted sign might not have been seen by all residents. Also agree that sign should have been posted on Canterybury also. If City’s Board of Adjustment decides that a new hearing date is needed, ENA will do its best to distribute that information to members.

  • Question raised regarding stormwater management.

  • Answer: Engineering plans will comply with MSD regulations as an MSD permit approval will be required.

  • Question: Do you allow subleasing?

  • Answer: Yes but must follow year, six month and 30 day requirement approved by property manager.

  • Board Report

  • Treasurer’s Report (Matt Sisul, for Joe Nea - excused absence)

  • Current balance $439.46

  • New meeting announcement signs (Matt Sisul)

  • 13 signs purchased largely due to donations made by residents

  • $17.00 per sign purchased by Postnet, residents are welcome to purchase for their yard.

  • Flyers were also made possible by volunteer donors

  • Housing Committee Update (Linda Boyd-Shell)

  • Linda and Matt Sisul both attended the February 27th hearing. Also acknowledged that many people might not have seen the posted notice. If City’s Board of Adjustment decides that a new hearing date is needed, ENA will do its best to distribute that information to members.

  • New Business

  • Matt recapped the recent Aldermanic debate at The Gathering Church and thanked the stakeholders and volunteers.

  • 2019 Dues started January (Matt Sisul); thanked those member that have paid already & encouraged everyone present tonight to get their dues current

  • Volunteers needed for ENA pollinator garden (Matt Sisul)

  • Resident complimented Matt Sisul’s son for his Eagle Scout project pollinator garden and the rock plaque that now is now exhibited in the garden.

  • Steve Cavins – Honeysuckle Clean-up reschedule for this Saturday March 16th, 2019 from 9am to 12pm.

  • Jacqi Kamp - Easter Egg Hunt Saturday April 20th at Franz Park

  • Motion to adjourn by Maria Gray, seconded by Jim Howard. Approved by voice vote. Meeting adjourned.
